HB 531 passed 2nd reading in the Senate…but wait, there’s more!

The Red Light Camera Banning Bill made it’s way out of the Senate today with a vote of 37-13, BUT it’s been amended:

NEW SECTION. SECTION 3. SAVING CLAUSE. [THIS ACT] DOES NOT AFFECT ANY CONTRACTS THAT WERE ENTERED INTO BEFORE OR ARE RENEWED AFTER [THE EFFECTIVE DATE OF THIS ACT] OR THE ABILITY TO ISSUE CITATIONS PURSUANT TO THOSE CONTRACTS. [THIS ACT] DOES NOT AFFECT ANY RIGHTS AND DUTIES THAT MATURED, PENALTIES THAT WERE INCURRED, OR PROCEEDINGS THAT WERE BEGUN BEFORE [THE EFFECTIVE DATE OF THIS ACT].

NEW SECTION. SECTION 4. EFFECTIVE DATE. [THIS ACT] IS EFFECTIVE ON PASSAGE AND APPROVAL.

That’s right folks, the ever popular Grandfather clause!  Meaning that from the effective date on, everything contracted prior is exempt from the ban… ie. that the Overseers of Bozeman will be allowed to move forward with their super-sweet revenue generating scheme!

Within the course of ONE DAY, the Senate has managed to butcher two good pieces of legislation!  Way to go! GOLD STARS FOR EVERYONE!
